MYS Orders Suspension of LINSU Congress Activities Over Constitutional Violations

The Ministry of Youth & Sports has ordered the immediate suspension of all activities related to the upcoming Congress of the Liberia National Students’ Union (LINSU) following an investigation that established violations of the organization’s Constitution and By-Laws in the selection and appointment of its Congress Preparatory Committee (CPC).

The findings follow an investigative and consultative meeting convened by the Ministry on Wednesday, October 14, 2026, at the Samuel Kanyon Doe (SKD) Sports Complex. The meeting was held to review formal complaints submitted by concerned Liberian students and members of the Majority Bloc of the National Administrative Council (NAC) regarding LINSU’s governance processes, timelines, and leadership appointments ahead of the upcoming Congress.

Following a comprehensive review of relevant documentation, including the minutes of the September 6, 2026 meeting and advisory findings submitted by the Office of the Deputy Minister for Youth Development, the Ministry determined that the process used to designate three individuals to lead the CPC, including the positions of National Chairperson and Secretary General, violated LINSU’s governing provisions.
Specifically, the appointments failed to comply with eligibility requirements under Section 6 of the organization’s By-Laws, which requires individuals to relinquish conflicting offices or positions before designation. The process also failed to meet the required voting procedures.

The Ministry further established that 11 of LINSU’s 28 constitutional members had signed the petition submitted by the complainants. Although the signatures did not constitute an absolute majority, the Ministry determined that they represented a substantial and legitimate body of concerns warranting ministerial review and intervention.
In exercise of its supervisory and oversight mandate, the Ministry has issued the following binding directives:
1. Immediate Suspension of Congress Activities: All activities related to the LINSU Congress are to be placed on hold pending full compliance with the corrective measures outlined by the Ministry.

2. Rescission of Improper Appointments: LINSU leadership is required to formally rescind the improper CPC leadership appointments within one week of the investigative proceedings.
3. Fresh and Transparent Appointment Process: LINSU must undertake a new, lawful, and transparent process for appointing the leadership of the Congress Preparatory Committee in strict conformity with its Constitution and By-Laws.

The Ministry expects full and prompt compliance with these directives to ensure a peaceful, credible, and constitutionally sound transition within the national student leadership structure.
The Ministry of Youth & Sports reaffirms its commitment to promoting accountability, transparency, due process, and respect for established governance procedures within student organizations across Liberia.
