The Ministry of Youth and Sports has intensified its efforts to strengthen institutional accountability, performance reporting, and results-based management by conducting a Performance Management and Compliance System (PMCS) Awareness Workshop for directors, program managers, project focal persons, and key reporting staff across the ministry.

The workshop brought together participants to enhance their understanding of the PMCS framework, a government-wide performance monitoring mechanism through which ministries and agencies enter into annual performance contracts with the Office of the President. These contracts are intended to promote transparency, accountability, and the effective delivery of public services by ensuring regular reporting on institutional targets and deliverables.

Facilitating the workshop was the Director of the Project Delivery Unit (PDU), Mr. Samuel Paye, who led discussions on strengthening compliance, improving data collection systems, and enhancing reporting processes throughout the ministry.

According to Mr. Paye, the PMCS framework requires government institutions to submit quarterly, biannual, and annual reports detailing progress made toward achieving assigned responsibilities, sector priorities, and national development goals.

He noted, however, that one of the major challenges affecting effective reporting has been the timely collection of accurate information from various departments and units, often due to limited awareness among reporting focal persons.

"The purpose of this workshop is to build the capacity of our reporting focal persons and strengthen coordination across the ministry so that we can improve the quality, accuracy, and timeliness of our reports," Mr. Paye said.

He emphasized that the Ministry of Youth and Sports plays a critical role within the Government's social sector agenda, particularly under Pillar Six, which focuses on human capacity development, youth empowerment, skills training, and related social interventions.

The workshop, which is engaging approximately 26 participants, is focused on improving understanding of PMCS reporting requirements, compliance procedures, and institutional responsibilities under the national performance management framework.

As part of ongoing reforms to modernize reporting systems, the ministry is also developing a standardized reporting template designed to simplify data submission across departments and units. The new tool will enable staff to submit reports remotely through a more user-friendly platform while providing senior management with a real-time dashboard to monitor reporting progress and compliance.

Mr. Paye expressed confidence that the training, coupled with the introduction of the digital reporting system, will significantly improve data management, strengthen institutional efficiency, and ensure the timely submission of PMCS reports to the Office of the President.
