The Government of Liberia, with support from the World Bank, is implementing a Youth Opportunities Project (YOP). The initial Project Development Objective (PDO) was to improve access to income generation opportunities for targeted youth and strengthen the Government’s capacity to implement its cash transfer program. The 5-year project comprises of four major components namely: i) Pre-employment Social Support and Household Enterprises for Urban Youth; ii) Productive Public Works and Life Skills Support; iii) Capacity and Systems Building for Cash Transfers; and iv) Project Implementation and Coordination. During the first phase of implementation, the project was implemented by the Ministry of Youth and Sports (MYS); Ministry of Gender, Children and Social Protection (MGCSP); and the Liberia Agency for Community Empowerment (LACE).
In April of 2019, the project went through a mid-term review and was subsequently restructured to reflect reality on the ground. During the restructure, the names of some components’ were changed. Household Enterprises for Urban Youth was changed to Small Business Support (SBS), and Productive Public Work and Life Skills Support was also changed to Community Livelihood and Agriculture Support (CLAS). Due to the impact of COVID-19 pandemic, the project was again restructured in January 2021. The Project comes to an end on June 30, 2021 thereby necessitating the conduct of an Implementation Completion Report (ICR).
Position: Implementation Completion Report Consultant
Location: Monrovia, Liberia
Duration: This assignment is for 4 months.
Objectives of the Assignment:
The objective of this assignment is to undertake an independent assessment of the overall performance of the Youth Opportunities Project (YOP). The evaluation will cover the entire life of the Project (September 2016-June 2021).

In minimum, the ICR Consultant must have the following educational and professional qualifications:
A Master’s degree in education, social science, management or equivalent professional; experience, including monitoring and evaluation;
Minimum of five years’ experience in conducting evaluations of youth development projects;
Experience with quantitative and qualitative data collection; and
Knowledge of issues that youth beneficiaries on social protection projects face within the context of Liberia
