Republic of Liberia Ministry of Youth and Sports Samuel Kanyon Doe Sports Complex Paynesville – Liberia VACANCY ANNOUNCEMENTS RECOVERY OF ECONOMIC ACTIVITY FOR LIBERIAN INFORMAL SECTOR EMPLOYMENT (REALISE) PROJECT PROJECT ID: (P174417) BACKGROUND The Government of Liberia has received funding from the World Bank to implement the Recovery of Economic Activity for Liberian Informal Sector Employment (REALISE) Project. The Project Development Objective is to increase access to income earning opportunities for the vulnerable in the informal sector in response to the COVID-19 crisis in Liberia. The 3-year project comprises of four components namely: i) Grant Support to Vulnerable Households to Revive or Start Small Businesses; ii) Temporary Employment Support and Employability Development for Vulnerable Workers, including labor-intensive public works and life skills and employability training; iii) Project Implementation, Capacity Building and Coordination; and iv) Contingency Emergency Response Component. REALISE Project will be implemented by the Ministry of Youth and Sports (MYS), and the Liberia Agency for Community Empowerment (LACE). In preparation for implementation, the Ministry of Youth and Sports is looking to hire competent individual consultants to staff the Project Management Team (PMT), with the following positions: POSITION #1 ENVIRONMENTAL OFFICER Position: Environmental Officer Location: Monrovia, Liberia Duration: This assignment is for 12 months with possibility for extension subject to satisfactory performance and availability of funds. Objectives of the Assignment The Environmental Officer will support the Project Management Team (PMT) to identify and manage the project’s environmental risks and impacts to ensure that the project meets the requirements of the World Bank Environmental and Social Framework and the national environmental policies, laws and regulations. The Environmental Officer will be responsible for the following: • Provide technical guidance to the implementing institutions of the project and other stakeholders on environmental and social risk management and compliance to the World Bank’s Environmental and Social Framework (ESF); • Support the efficient coordination with project implementing institutions and Project Management Team (PMT) staff regarding Environmental and Social Management Framework (ESMF) and environmental and social considerations to be taken into account in the sub-project preparatory activities; • Advise on the coordination and delivery of trainings on ESMF related issues including environmental health and public safety; and requirements for program staff and other relevant stakeholders in the field; • Ensure implementation of site-specific safeguards instruments such as ESIAs and accompanying Environmental and Social Management Plans (ESMPs), Resettlement Action Plans (RAPs), etc. as required; etc. Shortlisting Criteria At the minimum, the Environmental Officer must have the following educational and professional qualifications: • A Bachelor’s Degree in Environmental Studies, Natural Resource Management, Earth/Geoscience, an environment-related discipline with three (3) years of relevant professional experience in the areas of environmental management, environmental assessment, environmental monitoring and environmental compliance, and public consultations. • Experience in the implementation of ESIAs, ESMPs, ESMF, Full or Abbreviated RAPs, including social aspects of development projects (e.g. health and safety, involuntary resettlement and gender components). • Knowledge of the World Bank’s Groups Environmental and Social Safeguard policy or Environmental and Social Framework (ESF) and the Environmental and Social Standards (ESSs) as well as the national environmental policies, laws and regulations. • Experience working on World Bank-funded projects is highly desirable. Only shortlisted applicants will be contacted for interview. POSITION #2 MONITORING AND EVALUATION (M&E) OFFICER Position: Monitoring and Evaluation (M&E) Officer. Location: Monrovia, Liberia. Duration: This assignment is for 12 months with possibility for extension subject to satisfactory performance and availability of funding. Objectives of the Assignment The objective of this assignment is to design and oversee implementation of a strategy for monitoring and evaluation of project activities, including collecting data for the indicators outlined in the project Results Framework and preparing reports on these indicators; The Ministry of Youth and Sports Liberia now invites eligible individuals to indicate their interest in providing the services. The Monitoring and Evaluation (M&E) Officer will be responsible for the following: • Lead on the design of an M&E framework to track implementation progress under the Project and oversee the development of the accompanying digital tools/instruments for data collection on project indicators, by contracted firms or consultants; • Periodically update the Project Results Framework based on data received from other PMT members, Service Providers and implementing partners; • Develop an M&E system for the project with performance indicators and targets embedded in the Project’s MIS for implementation and tracking of project results; • Analyze all data reported on the REALISE Project indicators, including verification and validation of reports submitted to the PMT by Service Providers and implementing partners; etc. Shortlisting Criteria In minimum, the Monitoring and Evaluation (M&E) Officer must have the following educational and professional qualifications: • A Bachelors’ degree in Social Sciences, Demography, Statistics, Project Management, Business/Public Administration or related fields, with at least 5 years of related professional work experience; or a Master’s degree in the Social Sciences, Demography, Statistics, Project Management, Business/Public Administration or related fields with at least 3 years of related professional work experience; • Certificate or Diploma in M&E from a recognized Institution; • Experience working with international organizations (World Bank, AfDB, AU, EU, etc.) in the area of M&E is required; and • Computer literacy, with proficiency MS Windows & MS Office Suite is required; Only shortlisted applicants will be contacted for interview. POSITION #3 PUBLIC WORKS AND EMPLOYABILITY OFFICER Position: Public Works and Employability Officer Location: Monrovia, Liberia. Duration: This assignment is for 12 months with possibility for extension subject to satisfactory performance and availability of funding. Objectives of the Assignment The objective of the assignment is to provide support to the implementation of Component 2 (Temporary Employment Support and Employability Development for Vulnerable Workers) of REALISE Project. This component will provide temporary employment and employability development for vulnerable workers struggling to find gainful employment and opportunities during and after the COVID-19 crisis through community-based public works activities. The Public Works and Employability Officer will be responsible for the following: • Manage the implementation of Component 2 (Temporary Employment Support and Employability Development for Vulnerable Workers); • Collaborate with the M&E Officer to conduct regular monitoring of project activities and project impact, in accordance with existing Monitoring and Evaluation best practices; • Work closely with project beneficiaries through the SP to increase the economic, environmental and social (E&S) benefits for their communities by strengthening their community assets; • Work with project M&E Officer to design Quality Assurance Checklist or Tools and disseminate to the SP for the supervision and monitoring of the component; • Work with Social Safeguards and Environmental Officers to design Environmental and Social Safeguard screening instruments (negative lists, etc.) and ensure these are followed by the SP for the supervision and monitoring of the component; • Work with Social Safeguards and Environmental Officers to roll out Environmental and Social Safeguard tools with the service providers at Inception workshops, etc. Shortlisting Criteria The Public Works and Employability Officer shall have: • Bachelor’s Degree in Social Sciences, Business Administration, Economics, Development studies, or related fields with Five (5) years of relevant work experience; • Experience working on World Bank or a related International Organization sponsored projects is a must; • Must have Environment & Social safeguards management knowledge and skills; and • Knowledge of computer applications (MS Windows; MS Office) is a must.
